AUKUS Alliance: Defending Stability or Sparking an Arms Race?

The United States, United Kingdom, and Australia, collectively known as AUKUS, have joined forces to bolster security in the Indo-Pacific region. However, concerns about an arms race have emerged, which Ambassador Bonnie Denise Jenkins, U.S. Under Secretary of State for Arms Control and International Security, has swiftly addressed.

No Arms Race on the Horizon

“AUKUS is not intended to create a problem but rather to stabilize the region,” Ambassador Jenkins clarified. Contrary to fears, she emphasized that the acquisition of nuclear-powered submarines by Australia does not signal a departure from the nuclear non-proliferation treaty, and Australia’s status as a non-nuclear weapons state remains intact.

Jenkins further assured that the alliance partners will adhere to the highest operating standards, in collaboration with the International Atomic Energy Agency, to prevent any nuclear proliferation.

China’s Concerns and AUKUS Response

While the Western powers seek stability, China has expressed concerns, reiterating its view that the AUKUS pact could lead to nuclear proliferation in the South Pacific. Foreign Ministry spokesperson Wang Wenbin criticized the U.S. for “bringing the development of nuclear submarines into the region,” violating nuclear-free zone agreements.

AUKUS, however, maintains its commitment to non-proliferation. Ambassador Jenkins stressed that the pact members are committed to “conducting a very deliberate process” in considering additional partnerships, including with Japan.

AUKUS and Beyond: Collaboration Evolves

Under Pillar 2 of the AUKUS framework, which encompasses areas such as cyber, artificial intelligence, quantum technologies, and undersea capabilities, the alliance is exploring potential cooperation with Japan.

Japan’s contributions in these advanced technology areas hold value for AUKUS, as noted by defense ministers from the three countries. While there is no fixed timeline for engagement with Japan or other potential partners, Ambassador Jenkins emphasized the importance of careful consideration and discussions to ensure alignment with the core objectives of the alliance.
