California’s Tulare Lake Basin, a vital agricultural region in the San Joaquin Valley, is now under a probationary status due to alarming declines in groundwater levels. The California State Water Resources Control Board voted unanimously to impose the probation, citing the urgent need to protect this resource for communities and future generations.

Groundwater at Risk

“Groundwater supplies in the Tulare Lake basin are clearly at risk,” said Joaquin Esquivel, chair of the State Water Board. “We must act promptly to safeguard this precious resource that sustains our communities, especially for drinking water.”

The probation is the first of its kind in California, highlighting the severity of the situation. The dwindling groundwater has raised concerns about potential well failures and land subsidence.

Over-Pumping and Sustainability Gap

Over-pumping of groundwater has depleted levels in the Tulare Lake Basin. The board projected that 698 wells are at risk of running dry during a drought due to excessive pumping. Chronic over-pumping has also led to land subsidence, increasing the potential for damage to infrastructure and homes.

Probation and Next Steps

The probation is intended to incentivize local agencies to improve groundwater sustainability. The State Water Board will work closely with these agencies to monitor groundwater extraction and implement measures to address the over-pumping issue.

“Our goal remains that these basins be managed sustainably at the local level,” said Esquivel. “We are committed to providing support and guidance as local agencies develop and implement effective groundwater management plans.”

If changes are not made within the next year, the board could move to the next phase of the intervention process. This could result in fines and pumping restrictions against local agencies that fail to comply with sustainability requirements.
